Definitely a better deal if you are going to get Conquests at all.
Both PTW and Conquests offer excellent scenario features, and I think
that is a big part of the fun of the game.
But if you skip that, PTW gives you a patched/product improved
version of Civ3 -- a few new features (new techs, better upgrade paths
for units) and more bug fixes, plus multiplayer.
C3C does the same, but it gives you a different improved standard
game (new rules -- better balanced I gather -- hard to judge
sometimes, better AI, more options). But where it really shines is in
its Conquest scenarios -- very nicely done historical period pieces,
also the "tutorial" ones are well balanced multiplayer maps, lots of
replay value and new game rules/units/options galore.
