An enemy with FOURTEEN regicide units?

I'm playing C3C with one of my favorite map types, a Mass Regicide. I'd
been at war with the Iroquois and killed what I assumed was his last
regicide unit, since all the surrounding cities of his turned to rubble.
But then two or three turns later I noticed that he has another city all
the way across the world!

So I loaded some galleons and moved to his final city, and stormed it. He
had seven MORE regicide units barracked in the city!

Anybody else experience this bug? Any idea what caused it?

Maybe he respawned. Do you have respawn civ selected ?

I'll be darned, I sure do. Odd, usually I leave that off (I don't like
respawns). Oh well, go figure.
