Hi,

I'm playing my second Civ3/Conquest game. I've read the manual, but there's
one thing that I cannot figure out:

Why is it that my towns (6) sometimes won't grow into cities (7), even
though they have full food boxes and surplus food production? Next
population growth is "estimated" to 9999 turns.

You need an aqueduct!

Or a fresh water near town. If you have some tile where you plan to put your city
you can check if it will need aqueduct (building which you can build after
researching Contruction) or not. a) there is lake adjatent to the tile (so it
"touches" the lake, sea is not sufficient). b) When you right click the tile near
river and select show terrain (or something like that) and if it produces commerce
without a road or specific "bonus" resource in tile then it is adjacent to water
and can grow past 6 without aqueduct. When you reach size 12 you need to research
sanitation and build the building to city (hospital it was i think).

What you need to do is to 'invent' Construction. That will allow you to
build Aqueducts in the affected cities, allowing them to grow to size
12. To grow even larger, you'll need to invent Sanitation, for
Hospitals.

If a city is built adjacent to a river though, it can grow to size 12
without an Aqueduct.
