Build Trade worker option

In C3C there is a worker action called "Build Trade".
I haven't seen this action explained anywhere, so what does it do?

I would assume it builds roads between cities in your empire, trying
to connect everyone to your capitol.

From my experience it does a bit more than that. You tell a worker to build
trade and it will build roads to the various tradeable resources within your
boundaries while connecting them to the nearest cities. However, it will
not build a trade route to your neighbors except by accident.
I think the civilopedia has some info on this....
