High end card&Low end system?

I have an old P3 450 with 256mb ram, windows xp, and i recently bought a ATI radeon 8500le 128mb video card.

My question is, is my video card not able to preform like it should because of my slow computer? i notice some difference in frame rate but not what i expected after upgrading from a TNT2.
