Are there certain types of government that are best for certain
civilizations? For example, I read somewhere that Persians don't like
Democracy but prefer Monarchy? Why? What are the benefits to Persia to
remain a monarchy? And does anyone know a good place to find the best
form of government for each of the civs and what the particular benefits
are to each?

I have no knowledge of that, in previous versions of Civ different
civilisations had different aggression and expansion tendencies but I am
pretty sure they are all equal now apart from the unit and specialized
skills of course.

This is purely AI relations with other players.
Doesn't even affect what govt the AI itself will be in.

Basically, if Persia is both in Monarchy and some other civ is in
Monarchy, Persia will like that other civ better.

And if Persia isn't a Democracy and another civ is, Persia will
dislike that other civ more.

This is really, really minor compared to the other factors.
