Anyone else having this problem....
I bring up the governer screen and set it to NOT manage production,
It keeps changing what it wants to build tho, without asking me.

never had this problem in original civ3. Just in conquests.

If you are talking about units only there is an additional game
preference to never ask on unit build. It isn't in the governor but
in the main game preferences.

If you are talking about everything make sure you choose all cities
when setting it up. If that doesn't fix it I am not sure what is
going on.

When you change the governor, are you changing it just for that city or for
all cities. Also, are you seeing it switch production in the same city ?

Thanks, I think I found the problem finally....
"Always build previously build unit" in preferences.

why this doesnt default to true (instead of building something random) I
have no idea.

The selection isn't entirely random. You can select which types of
unit to build. Or you can select to always build the previous unit.

If I all I am is cranking out units each turn I don't need it to ask
me for all my cities. I can always go to the advisor and select what
units to build from there.

Because building nothing but units isn't very good for overall
expansion. You need to change production to be efficient.

If you know enough to override the governor's choices, it still
doesn't hurt to have a pick up there. Sometimes, it is a good choice.
