Workgroups and subnets - oh my!

Good Morn Folks,
I have a pc (PC A) that is a member of workgroup X, it is on a different subnet (xxx.xxx.129.xxx) than other members of workgroup X.

Is that the reason, most probably, why PC A can't see any other members of the workgroup? And if you look at 'Computers Near Me' on PC A, you only see PC A. And Vice versa on the other PC's in the workgroup, they see everything on thier subnet, but not PC A.

Is what I'm saying sound most plausible for more the lack of showing up in the workgroups?

P.S.

The "BAD" PC is also most -probably- behind a firewall of some type. The reason I put it like that is because the PC belongs to our group but is kept down in the Computer Room annex for 'safe keeping'.
My thinking, is it could be combination of subnet differences or firewall or both. Thoughts?

or put it in the same workgroup, on the same subnet, and dont share anything, since you run a firewall on it anyway, uninvited intruders are unlikely, if you are still concerned, why not use auditing (assuming 2k)
