How'd I get coal? (CivIIIPTW)

Had researched steam power but had no coal. Found coal on another continent
mostly occupied by Mongols with whom I had an alliance.
Built a city on the coal and started to build a harbor BUT much
to my surprise I had the ability to build RR's and ironclad WITHOUT
completing the harbor. How'd dat happen?

Since you were at peace with the other civ, chances are you were using thier
harbor.

Which means that he will lose this ability if he ever goes to war with the
Mongols. Best complete that harbor anyway.
