OK here's the story: I make contact with russia and establishes an embassy
in Moscow. As time passes russia demands a certain tech from me, and as i
refuse the queen declares war on me. When i attempt to negotiate for peace
i discover that russia is not available on the diplomacy screen. It's not
there at all! What gives?

Does Russia still exist? Can you see Russia on the embassy screen?
What version of the game and patch level are you playing? Are there
more than 8 civs in the diplomacy screen?

It is thought to answer without know more details.
