I like to play random maps. I want to increase the number of strategic
resources on the map (for example, oil). How do you mod the rules? Do
you increase the appearance ratio? What exactly is the ratio? The
help file is not very helpful.

Use the editor to make your own scenario and just increase the ratios.
I think 80 = 1 per civ no matter how many civs there are. Look at a resource
that appears in the games you play often enough that you want to duplicate
that. Then set the oil resource the same or a little higher.
Also note that it's also affected by total number of tiles allowing
that resource.
Oil is normally found in tundra / desert / marsh (Conquests only)
The game often has the sense of humor on Oil on if there's a tiny
island full of Tundra near by, guess where your closest oil is? That's
right on that island.
