How do I stop building workers?

Game was going fine, but after telling my governors to spend a few years
building up my worker force, I told them to quit (Build Workers Never - All
Cities). They continue to build workers.

Any ideas?

I'm using Civ3 v1.29f

Do you have 'always build previously built unit' checked in the options?

If you say build offensive units Never and defensive units Never, Manage
Production will still build Workers when you say build Workers Never,
and it will still build Workers when there is nothing else to build if
you have enough military units, so, say Build Wealth Often.

In this particular game, it was set to build Defensive Often, Workers never,
and wealth often. It would never build defensive units, it would switch
cities between workers and wealth. If I go through every city, and make
sure none are building workers, on the next turn you can expect about about
10% of cities to be building workers. Later in the game, I told it to start
building offensive units, air units and artillery. It then stopped building
workers, and even started to build defensive units.

Weird huh?
