2) a cd in a cardboard that "Windows Starts Here". I note the instructions on the disk cover say "if setup does not start, click START, and then click RUN". Now how could you click "start" if windows wasn't yet installed?
3) fancy looking disk (hologram etc)

I've never used the Windows 98 Starts Here CD... so you're on your own with that one. So far as I know, it's completely unnecessary and can be ignored. I've never had problems not using it... but if you're curious, just throw it in once you have Windows installed.
More than likely just some fancy-schmancy Windows tutorial program.

Most systems don't need the floppy as the 3rd CD is bootable.

they are saying what they think is appropriate in that situation. in my case, i don't really need a refrigerator if i am not smoking, so i saw two flying crocodiles one of which was green and another was swiming to the Africa.
