I reckon there should be a sniper unit that can shoot an extra square away.
After all, there are marines and paratroopers.

I can't see snipers completely destroying another unit, merely by sniping,
so I think this unit should just be a infantryman with a bombard, rather
like a guerilla.

Both of those units -- like most modern infantry -- could have
mortars and rockets. Either of which outranges a sniper rifle ;-)
But not enough to make them equal to a modern artillery unit, which
not only can shoot far, it has a lot of firepower. A few rifles just
wouldn't do very much damage, not worth it to add them in.

The game scale is too large, in most scenarios, to let small
specialist units or weapons play a role. Such things simply get
subsumed into the division-sized units, and the effect is just part of
their overall combat strength.
