What's wacky with culture???

I was finishing off Persia. They had two shrimpo cities on islands
that had sat for a while because I didn't have any way to get there.
(I hadn't needed sea capability before then.) I bomb all the units
out of his capital (Conquests, current patch--lethal bombardment) and
take it with paratroopers.

It has 28 culture *AFTER* I take it. I've never owned the city
before. All I can think of is that somehow I got credited with the
culture his palace made.

If the scenario is set up to allow it, culture is retained between
compatible culture groups. The normal epic game shouldn't do that --
unless someone messed up the settings.

Normal game, the only tweaks I've done to it are the wonders which
grant continental bonuses I changed to granting the same bonus
worldwide.
