Mood and taxes

I need a good way to get more taxes (or more money in general) without
pissing off the peeps.
In a perfect world, automate tax collection and moods?

You can't automate your luxury rate. It can only be set manually.

However, if you go to any city's governor, you can instruct him to "manage
citizen moods", so that he keeps the city (or all of your cities) in order
by creating entertainers as necessary.
