Hi
I once found a solution to this issue - using som editor to chance a number
in a file, so that i will be able to built as many cities as i like without
getting the corruption penalty. But i cant remember how.

There's multiple places.

The base number is on the world map page and by default varies by map
size. (By default the number increases on higher map sizes, the higher
this number, the lower the corruption. Note that changing this number
also changes how many cities you must have before building the FP as
well, and having a FP effectively doubles OCN.

On the difficutly level page there is OCN percentage used that by
default varies by level, (more corruption on higher levels)

And there is also on the govt screen the govt level corruption, athough
this one isn't quite as obvious.

It amounts to default Anarchy level = 100% corruption. This level also
results in no culture.

default despotism : something like OCN effectively cut in half and
also increased distance corruption

default monarchy (and fedualism?) : something like OCN effectively cut
by 1/3rd. Same distance corruption as depotism.

default republic (and fascism?) : somthing like OCN effectively cut by
1/3rd like Monarchy. But less distance corruption than Monarchy.

default democracy: something like OCN effectively cut by only 1/5th.
Same distance corruption as Republic.

Communism. All cities considered to be a city rank based on total
number of cities in your empire and presence or absence of FP / SPHQ.

Then there is the structure aspects of corruption.

Under 1.22 Conquests. Max corruption is 90%.

Any Small Wonder or Great Wonder with the "fights corruption" flag
functions as a FP. Distance based corruption in this city reduced to 1
tile. Max corruption in that city reduced by 70%. Distance based
corruption takes the lowest of palace and all such sources. City rank
not changed, by OCN effectively doubled, which helps reduce corruption
everywhere. If the FP is not a first or second rank city it will
probably also benifit from a local CH.

Any non wonder with the "fights corruption" flag. Each such structure
effectively cuts the City Rank by 1/2th, keep the fraction, thus
decreasing corruption. Also effectively reduces distance based
corruption. Finally, it reduces max corruption by 10%.

Use the supplied editor to increase the number of permitted cities.

Use the CIV editor and make the change in World Sizes. I used to
double the number of cities before penalty (or however they word it.)
