Battery help please

Dell latitude CPx laptop and had to purchase a new battery. With new
battery installed when plugging in the charger, the small green light
blinks and it will not charge the battery. Removing the battery with
charger still connected, the light still blinks. Can anyone suggest
what I could do to check this out further before sending it off to a
repair center. Many thanks...
