Help! nothing happens after shutdown hang/just rebuilt

Just rebuilt a 700 AMD using new/existing parts. Loaded win 98se with some issues (but that has happened before) and restarted several times but on last restart system hung at shutdown screen and reset did nothing. Held power on button and it went down never to come back... no fans, no lights nada! Please tell me it's not the power supply (AMD approved 300w).

if it doesnt power on any more, its probly the power supply but it could also be the bios. i suppose the bios has instructions on how to turn on the power supply.

i went to the tomshardware forums and all i got was this lousy signature.
