restart hanging

help please.my pc displays the shutting down screen when I restart but that's all it does.If I choose "shut down" it has no prob.Only "restart" stuffs up.I'm running win 98se on XP1600+ with GA-7vtxe,256mb DDR,20gig seagate barracuda, GF2 MX400.Bios is up to date and I have reinstalled w98 several times.hellllllllllllllllp!!!!!!!!!!

Check the Windows Update site, there is a update that fixes shutdown problems.

My case has so many fans that it hovers above the ground .
