Still being prompted to run as administrator

I have a program I'm trying to run which keeps popping up and giving me that "Do you want to allow this program to make changes" prompt when I start it. I've gone and set the Priviledge level for the program to "Run as Administrator" for all users under the Compatibility tab in Properties, as well as making the same change on the desktop shortcut.

Any suggestions on why prompting this still occurs?
 
If the program doesn't actually require admin privileges to work, then do as jefe323 suggests and remove that setting from the Compatibility tab.

But if the program actually does need admin privileges, then the only way to get rid of the prompt is to turn off UAC (User Account Control) and use an administrative account to run it. But that's a significant security risk, so don't do it without considering the implications.

What program is it that's giving you the problem?

City of Heroes - the first program is called COHUpdater.exe . Doing some searching tells me I ought to be able to rename it to something else, then remove the admin tag for it.
