xp should be the best for you based on the fact that its drivers base is more up to date, so easier to set-up your hardware, especialy if you are new in building computer.

Linux, definitely.
Provided you want to have a stable computer.

it is his first time building it...i would say windows xp...
if he has problems..he can either check here, or if he buys windows xp, he can call their tech support.
and from what i have heard, they have made it a bit more "user friendly"

I would recommend XP, I have installed it on several computers all with different specs and only had one problem with it, and that was only a cheap discountinued soundcard.
What do you want to do with this computer, that way we can suggest to you which Windows XP to get, and what parts we would recommend that you purchase.

If it works for you then don't fix it.
