When booting up monitor does not work

I have been putting together a computer from scratch. I am at the point where I can push the "on" to see if it works. However, I hear all the fans go, the HD doing a bit of work but the monitor does not come out of sleep mode (the light remains orange). I am using a Creative Labs RIVA TNT 4MB for a video card on a motherboard (soyo) which I know supports the CPU I am using (AMD K6-2 450Mhz).

What could keep the monitor from coming on? Obviously, I cannot work on the BIOS since nothing comes up on the screen.

Is there a setting on the MB (such a jumper) that I am missing?

Try another vid card, or try it in another system if you can. Re-seating it may work. Do the same for the RAM, and make sure the mobo is properly attached to the case for grounding.
