I have an ATA133 HD, and I also have an old ATA66 HD, would having both on the Primary IDE port slow down my ATA133 drive?

I can't use my secondary IDE port since I have a DVD and a burner on secondary IDE port.

theres no problem using them both at the same time. basically, the disks on the same cable are accessed in timesharing, so having one faster and other slower wont really affect the faster drive's performance, but if you are copying across these disks, it will be overall reduction in performance since the ATA/66 drive will take about 25% longer time for the same amount of data transfered.
