epox 8kha+ intermittent stalling

A new epox 8kha+ motherboard with an Athlon 1700+ CPU cannot reliably boot. Majority of stalling occurs either before the checksum on the main memory or shortly thereafter; usually while I'm in the middle of changing the bios settings. Occasionally, I can get into the Windows 2000 o.s. The error post leds on the motherboard indicate any number of different errors relating to the memory. I have swapped a new 512MB PC2100 from crucial.com twice with exact results. All grounding issues have been checked, all non-essential peripherals have been removed, all cards/memory/cpu/etc. have been reseated, and a different power supply was used. Anyone out there have similar issues? Does anyone see a mistake I am making?
