Try going to http://update.microsoft.com/microsoftupdate. It may list an
updates that you need for Windows Messenger and/or MSN Messenger. It will
also ensure you have the latest Windows and Office updates which.

Once you have all the updates, try uninstalling Windows Messenger again. If
that doesn't work, then try re-installing Windows Messenger. Then try
uninstalling it. It that still doesn't work, book Windows into Safe Mode
and try to re-install Windows Messenger and uninstall it. Sometimes when an
install and/or an uninstall don't work in Normal Boot Mode, it will usually
work in Safe Mode.

Every once in a while, it "runs" the "runonce" page. There is a link on
that pge that states that you want to continue using MSN as your homepage.
Optionally, you can click on Tools, Internet Options, (in Internet
Explorer), and type in www.msn.com and click on OK. This will reset your
homepage back to www.msn.com.
