Can someone briefly explain what this refers to? I see it in the articles, but can't figure out what it signifies by context alone. Thanks.

The chipset is comprised of two things, the North and South bridges. The Northbridge is alwas under a heatsink (sometimes with a fan, sometimes not), and controlls the CPU, memory and AGP. It's usually positioned right between the CPU, RAM and AGP slot. The Southbridge controls everything else; PS/2, USB, IDE, PCI, etc. It's usually positioned to the right of the PCI slots (if you hold the board with the CPU socket at the top), wich no heatsink.
