Unable to use video

I am unable to use voice chat feature of Windows Messenger.

I went through the audio testing routine and it appeared to have passed
the test but cannot receive nor send voice chat. I adjusted slide bars
for the speaker and the microphone but to no avail. There is no
indication in the bar graph to show the receiving or sending audio levels.

I have no problem doing voice chat by MS Messenger and Yahoo Messenger.
What am I doing wrong with Windows Messenger?
