You probably didn't told Arthur that Muddy left town but went straight to
downtown to see for yourself. In the unofficial patch 1.6 we changed the
quest log texts and the downtown python file to make sure that this is
done before continueing...

that's the only quest in the game that I failed too. So when I saw the
failed quest in the log after telling the the Bondsman what he already knew,
I reverted to a previous save game. Now the quest shows up in my active
log, and not as failed. :-)

If you go back to a saved game and make sure after you kill the serial killer
that you visit the bondsman right after and then again after you find out where muddy went you will pass the quest.

i'm not really sure about that i have the official patch and it worked that way for me i believe gamershell may have that patch you're talking about
