You can edit the INIZH.big file located in this directory
C:EA gamesCommand&Conquer Generals:Zero-HourDataINI
You must use a Hex-Editor.
Memo don't change the length of the file or the game won't boot again
Just Overwrite the Text you need.
Example:

(This will change the price)
1.Search for "BuildCost" and overwrite it like
"BuildCost = 2000" Orig.
"BuildCost = 0000" Faked.
(This will change the build time)
2.Search for "BuildTime" and overwrite it like
"BuildTime = 30.0" Orig.
"BuildTime = 00.0" Faked.
Do not DELETE anything.
