I don't know about finding an end-user but to get a Domain name I use a program called NSLookup (don't recall where I got it). Type in an IP address and you get the domain name (if there is one). Type in an address name, a URL, or a domain name and you get an IP address.
To learn the owner of the domain name you can go to <A HREF="http://www.netsol.com" target="_new">http://www.netsol.com</A> (Network Solutions) and click on Whois (small print at the top).
Type in the domain name you can learn the owner and contact information (if it's not private).
