Just finished and I was not too impressed.
I think the story line was much weaker than Morrowind's which I though
was good. Finding Sotha Sil dead was a bit of a shock, but that Almalexia
was the culprit was not.
She was also far weaker then the lucky Bosmer and I managed to beat her
in a very close fight with no time for buffing, except for quaffing some
Fortify and protection potions.
I'm now bestest buddies with King H, even though by any indication he's a
usurper. Is there *any* was to confront him?
On the whole this expansion seemed a bit rushed compared to the main
game. The end dungeon was esepecially uninspired.

I never tried, but can't you just Sneak Attack/Kill him and then
teleport to some other location and pay a fine to a nearby guard?

btw and is sort of a joke by the devs. He has a luck of 750
