I remember when I was 4 or 5 this game that I used to play on our Windows 3.1 computer. It was really fun like You were the leader of the US and you were like looking down at the world and you could click down on the countries and like you could like make deals with the countries or just nuke em. The more countries you went to war with or nuked the lower your approval rating would drop or raise for peace treaties. It was really fun and I was hoping to find out the name so I could get a copy again if that is even possible.

That seems pretty close to the game I remember, I'll try and find a copy.

I remember seeing a third party developer releasing nuclear war 2 (shareware or freeware). Unfortunately I cannot remember the link :(

If you cannot find the original maybe you might have luck finding this other one.

The one that came to my mind was "Shadow President" that was from around 1992, and another one was "Super Power". If I remember correctly Shadow President was turn based and I liked that one..Super Power (and 2) always looked good but never quite worked right.

Shadow President was exactly the game, I need to find a download cuz that was really fun.
Thank you guys so much for finding this game for me it was great fun back in "the Day"
