need some1 who knows his stuff about tic rates

ok so im planning on renting a css server, my friend is trying to convince us that a 100 tic server is better than a 66 tic server with no proof other than its a higher number and is sending more data. correct me if im wrong though, in a 10 person css private server after a certain amount of tic (which is basically bandwith right) its just overkill and unessary...

please some1 define "tic rates" and tell me the difference between 66 and 100, and if its noticable... i dotn think it is.
