loading backedup steam games

does anyone know how to load backedup steam games? i had to format my hard drive but i saved my steam games to an external hard drive. does anyone know who to load backedup games? i contacted steam and all i got was "please run the backup option when loading games." i have no idea what this means. i've looked everywhere. can someone please help me?

Just click the steambackup.exe and select what you want to restore.
