God help me - 2nd A7V266 wont power up

I recently assembled a machine consisting of an ASUS A7V266-C motherboard, 1.33 GHz AMD
Athlon Processor, 1 x 256Mb DDR, Nvidia AGP video card, Sparkle 300 watt PwrSupply and then the
usual, hard drive, floppy etc. The problem I have is that I can't get the
the thing to start, I don't mean just error codes beeps etc, but nothing
will spin up or come on. The system just ignores the power switch (which works with my ABIT mobo).

I have checked that the motherboard isn't shorting underneath to the case.
The case has a reset switch and ATX power on switch, I have tried swapping
the switches over, and reversing the swicth leads, but to no avail. I know the video card and memory work fine in other machines, and
the motherboard's green LED comes on when the power is switched on at the
wall. All of the jumpers are in the standard,/default Jumperless mode.

Any ideas ? I thought it was a bad motherboard, so I exchanged it, same problem.
