Anyone know of any motherboards on the horizon that are i850e and support 8x AGP? Any clue when they will be avail?

No, the i850E won't support AGP8x. And it would be truely stupid to make a purchasing decision based on the inclusion of AGP8x, because the latest cards don't even max out AGP4x. It's highly unlikely that even the next generation of cards will.

What's the frequency, Kenneth?
