Cannot Access Control Panel/My Computer/Explorer

At present I cannot access My Computer/Control Panel or
Explorer. I have tried to get automatic updates as this
may effect the necessary repair but cannot do so without
first accessing Control Panel; Catch 22! Anyone with any
advice would be much appreciated.
