Do owners of computer cafés need to buy some kind of special licenses for every game that they install on their computers? Let's say that they have 20 computers and buy a Battlefield game. Which of the following options are legal?

1. They buy just one ordinary copy of the game and install it on all computers.
2. They buy a copy of the game for every computer (20 copies).
3. They notice that 4 CD keys are provided with one copy of the game and buy 5 copies for 20 computers.

Where did the extra 3 CD keys come from in question 3?

But anyway I am not too sure but I believe that you only have the buy a copy of a game for each PC but you don’t have to get a special copy. But I do know that if you are using anything VALVe make via steam that you do have to buy a special internet café version.
