CS:S Super Low Fps

I HAVE TRYED Everything! During the game i am only getting around 10-15 fps. I tryed lower framerates lowered all graphics properties to low (in the game) . I went to Nvidia.com and it said i should be running the game with no problems at all. So i have no clue what the problem is. I read all the other low fps topics and tryed it all dosent help. I am usually getting 15-30 ping i have a T1 lan 1mb a second. At first i thought it was my card but its not but hey maybe im wrong. Please help!

I sent my hardware to steam and they said it should be running fine.

dude, i got a 6600 pci-e, you got a pci-e slot open, i'll sell it to you for cheap, just to get rid of that shitty intel.
