I think this is a RAS issue but am not sure, may be DCHP.

Is there a way I can ensure that ALL network users are sent to a specific
web page on my intranet to log in before I allow them access to the
intranet? This is with a view to setting up a wireless hotspot in our
canteen

How do I ensure all explorer traffic ends at this page until logged in to my
monitoring application
