Why can't I have more then one Browser window open at the ..

Even if I click on open link in new window it shuts down then one I have and opens the new one? Proabably a simple fix but I can't find it. Can anyone help?

Tools>internet options>advanced> uncheck "reuse Windows for launching
shortcuts".
