My PC has two power switches. The power switch on power supply unit (Enermax 350W) remains at the "ON" position all the time. I just need to press the power button on the front ATX case to power up the PC. The system works fine until recently I added an old PCI modem card (Aztech/Rockwell MDP3858SP-UE purchased 3 years ago) to it. When I inserted the modem card into any one of the PCI slots on the motherboard (Gigabyte GA-8IEXP), the power LED on front case lit up unexpectedly even though the PC was in the power-off state (ie. the power switch on power supply unit remains on, and the system is shut down by Win2000). As a result, I was unable to power up the PC by pressing the switch on the front case. There was no response from the PC.

When I removed the modem card, the power LED went out and the switch was working again. The modem works in other PCs without any problem. Also there is no problem if I insert other types of PCI cards into my motherboard. The local delear here was unable to solve this problem for me.

My question is why does the power LED light up if I insert the modem card into any PCI slot when the PC is off? Is there anything I can check to see which part is wrong? Please help and tell me how to fix this problem.

Have you tried inserting the modem while the PS switch on back is off? Then turning it on, and seeing if the same symptoms exist? They probably do, just a thought.

You also might want to unplug the power cord and insert the card. Some motherboards and PS switches aren't totally dead even though the power is off.

Thanks for the advice. I tried and unplugged the power cord and then insert the card. When I plugged in power cord, the power LED lit up again. It seems that the modem card acts like a power switch which closes the power circuit whenever it is inserted into a PCI slot.

Could it be caused by wrong BIOS settings or even the modem itself which might be incompatible with my mobo? Before I give up and buy another modem card, I was hoping if you have any idea to this problem. Thank you.

No, I believe it is the power cord that controls the LED. Try unplugging the power cord and then the card. Then plug the power cord back in without the card and tell me what you get. The PCI pinouts don't have anything to do with power control unless you have a bad modem card with a short somewhere.
