Does anyone know in battlefield 2 when you type in the console renderer.drawfps 1 to get your fps what the two numbers mean (ie. 56/19).I know the number on the left of the / represents your fps but does the number on the right represent how many frames you are off from the highest you hit?

no, if i remember correctly its either the number of milliseconds between frames or FPS based on network updates, i.e. if you have lag, your FPS will be high but when you shoot a guy he wont necessarily be in the spot youre aiming at
