PSU problem?

Last week I bought an Asus P4T533-C motherboard, along with a P4 2.26Ghz processor. I used it to replace my old A7V/900Mhz AMD. Expecting stability and speed, I got nothing. Everytime I install Windows XP, it keeps showing blue screens with STOP errors, but no drivers are mentioned. I tried replacing the videoadapter, the harddisks, tried installing without soundcard, everything, but nothing helped.
But last night I was monitoring my PSU output. It's an AOpen 300W PSU. The 12V never reaches the 12V, but only 11.1 - 11.5 or something. Could this be the problem? And would replacing my current PSU with an Enermax 550 PSU help?
