I use win98se. Never heard of or seen this myself. A couple of wild guesses:
1) Are they on a dial-up connection using some sort of download accelerator? My vague understanding of those is that they reduce image quality to speed up the d/l. Try without the accelerator to see if improves.
2)How about a crappy dial-up connection causing this? Try another see if the problem goes away.
3) Try another modem.
Good Luck with it.

I havent yet had a look at the PC but from what my friend tells me her husband had the computer upstairs where it worked fine but ever since movind it down stairs they have had this problem.
Im not sure if they have a graphic card but i presume they dont.
Sounds like the prob is in the phone line downstairs. Bad insulation, too near a power line maybe. If they move it upstairs and it's good again, you'll know it's not the pc.
