I'm running windows xp home edition. After I shutdown the
P.C. it restarts by itself. I've formatted, but have the
same problem.

Bill;
Disconnect the network cable.
Does it still restart?
If so go to BIOS and look for something like "Wake on LAN" or "Wake on
ring", normally under Power tab.
Disable them.
