pc boot problem

I ve asus p4s133-vm M/b ,sis 650 chipset,1 agp 3 pci 2 dimm slots,P4 1700 mhz ,512 mb ram, XFX GF4 mx440 .I ve installed Lan card 10/100 in 1st pci , modem 56 k in 2nd pci but when i install the creative vibra128 in last pci slot(3rd) my m/b doesn't boot.It gives one long + 3 short beeps.Although its irq in bios is set to auto.i ve tried reordering the cards but it doesn't help.

I would try the following.
1). Boot without the LAN card, Modem or soundcard. If that works then:
2). Install only the soundcard. If it works at this point it is not soundcard related.
3). Then try installing the LAN card and boot.
4). Finally install the modem and boot.

the beep code 1 long/3 short is a video card issue - either bad ram or card not found - if it boots without the sound card in then it probably isn't the ram - try what cyberfiber said and remove all the cards but the vid - then add them back one at a time starting with the sound card and see if it will boot
