K7S5A Outputting Bad Audio

First off, I'll let you in on my setup (it's custom built):
K7S5A Motherboard
AMD Athlon 1800 XP+
Windows XP Professional
Crucial 256 DDR2100 RAM
Voodoo 5 5500 64MB Video Card (Dual Processor)
Toshiba DVD Drive (Model Number: SD-M1502)
Sony 40x12x48x CD-RW (Model Number: CRX195E1)

Here's the story:
Regardless of what type of visual stimulation the computer receives, if there is ANY audio involved in it, the quality can range from decent to VERY POOR. For example, if I'm listening to some mp3's on Winamp and for instance I'm browsing the net and I happen to scroll down the page I'll start to hear static. The faster I scroll the worse it gets. Or if I start a visual plug-in for Winamp it won't be too bad if I set the resolution of the visual to it's smallest size, but if I dare make it fullscreen then the audio slows down almost 50% and the static is thick and heavy; the video's speed is decreased as well. The same happens with games if a lot of items are on the screen at one time. Minimizing and maximizing also causes the static.
