Need your help about hardwares testing & reviewing

Hi there !

I intend to setup a project about testing and reviewing informatic devices such as: PC hardwares (CPU, mainboard, RAM, VGA Card, ...) , cellphones,... That is new to me and I don't know where should I begin? I have some questions and need your help:
1. Overall things to do (sections) ?
2. Step by step to test and review each device?
3. Use tools or softwares to test and review above device?
4. Need any special device?
5. If I test and review hardwares, how is the configuration default PC?

Please share your knowledge and support me if you know.
This project is new to me, I need to know what and how I have to do.
